Strategic Communications Are a Tool to Counter Hybrid Threats — Representative of UK Government.

This was a statement made by Henry Collins, Deputy Director on National Security Comunications in the UK Cabinet, during his presentation at Kyiv Stratcom Forum, the first international forum on strategic communications in Ukraine.

“We know the scale of hybrid threats. We understand that the tool of counteraction is strategic communications. But what really matters is what narrative of sustainability and our system of resistance we will be able to build,” says Collins.

According to him, cyber threats are added to threats that are not necessarily military in nature, but often are of an economic nature or constitute an attempt to influence scientific circles. “Therefore, we can use strategic communications to increase the resilience of each of these sectors in different ways. This approach changes people’s behavior, makes them more aware of security issues,” Collins said.

He also explained that the level of security against cyberattacks should be increased, especially if attacks on authorities and government agencies take place. Small businesses and companies can also fall victim to hostile influence. Therefore, it is necessary to raise their awareness, provide them with information about the measures that they can use to protect themselves.

The representative of the British government also noted that an important task to be entrusted to the Centre for Strategic Communication is to tell the world about the role of Ukraine, its independence, democracy and Euro-Atlantic trajectory.

On December 7-8, 2021, Kyiv Stratcom Forum is taking place in the capital of Ukraine. It is the first international forum on strategic communications in Ukraine. Its participants include NATO and EU diplomats, Ukrainian officials, representatives of Ukrainian civil society organizations specializing in strategic communications and countering disinformation. The Forum has been organized by the Centre for Strategic Communication.
